It is sent, but some players do not take it into account. Have you tried the "Trigger" option in volume management. It's supposed to solve that problem by delaying volume command sending until the player has acknowledged "change of control" LMS 7.7, 7.8 and 7.9 - 5xRadio, 3xBoom, 4xDuet, 1xTouch, 1 SB2.
