I'm not sure I understand your issue. - You can download any image and update to our newest version, 2.46. - There are image downloads for our older Jessie Image (2.44) and our newer Stretch Image (2.45) from the time they got released. - We might update the download itself as well, but updates are generally there to quickly be able to push changes and fixes out to everybody at the same time. - It does not matter if you were to download 2.45 and update to 2.46 or get the image directly as 2.46. All features would be the same, the update is done in an instant and there's no reboot required afterwards.
