I found the issue. In 1.5.4, I added a step in the server test to do a simple Ping using my networking library as described in a previous post). Upon investigation of your problem, I learned that this Ping step requires elevated privileges (except when running on Windows 10, apparently). I have just uploaded a new Legacy Installer, which I labeled 1.5.5, but it has the new features that I will release in 1.6.0 soon. As a quick fix, 1.5.5 will ignore "Access Denied" inside of Ping and just connect the old way. So go get the 1.5.5 legacy installer and that should work for you.
