I'm not sure I understand what you mean here.

The basic procedure today is as follows:
1. 
Create a filter from the web interface 
I could change this so an empty default filter is automatically
created, as an alternative the default filter could contain usual
options such as skipping zapped songs. But I'm not sure if this is what
you are looking for ?

2. 
After the filter has been created you can add/edit/remove filter items
to it. This can be done in serveral ways:
- By hitting the Edit link in the Custom Skip web interface and select
the "Edit", "Delete" or "Create new filter item" links in the filter
editing page.
- By going to the filter in the "Plugins/Custom Skip" menu on the
SqueezeBox. Here you can edit existing items, add new items and also
delete items by editing them and setting the skip percentage parameter
to 0.
- By holding Play down on the SqueezeBox remote. This will give you
access to the current active filter with the
artist/album/genre/playlist/track which you stand on pre-selected. You
will be able to select type of filter item to create in the currently
active filter. If a filter item of this type for the specified artists
already exists this will be changed instead of creating a completely
new filter item.
- In a future relase there should also be mix buttons in the web
interaface to be able to do the same thing from the web interface as
holding play on the remote this. I left this functionality out in the
first release.

3. 
After the filters and their filter items has been created you can
select which filter you like to activate. As you have seen above a
filter is a collection of filter items. The idea is that you make
filter a filter for each combination of filter items you like to filter
on. My guess is that a typical setup would be very few filters with a
bit more filter items in each filter. It is then easy to choose which
filter you like to activate at a specific time by either selecting it
in the web interface or hitting play on it in the SqueezeBox interface.
In a future release I have also been thinking that it might be a good
idea to be able to connect different filters to different Dynamic
Playlist/SQLPlayList playlists.

As I interpret your question you are looking for step 2 which already
exists. Maybe the problem is just that you can't get into step 2 for
some reason since you are saying that you can't edit the filters ?

Do you get any error messages ?
Anything in the slimserver log (http://localhost:9000/log.txt)
Are you editing from the web interface or from the player interface ?
Do the user running slimserver have write access to the directory which
has been specified in the settings page in server settings for Custom
Skip ?
