Ok, did run the command as you indicated and can see 'test' in Spotify's available connections box. No errors thrown.
Hmm... then I don't understand why that would not work within LMS. Are you sure you have not firewall activated on your systems? You said you disabled it: are you using anything other than Windows' own?
