Need to check basics first. The metadata feeds use https which needs up to date SSL/TLS stuff. Can you update IO::Socket::SSL - version 2.002 is marginal and v. old - it was released in 2014 around the same year as HeartBleed. Not sure what version of Debian you are on - sometimes the latest version may require an OS upgrade.
