It's strange that only the rating is not updated. Sounds like a plugin problem rather than anything to do with iTunes itself. How do you set the rating? Through trackstat or iTunesUpdate? (Setting the rating in TrackStat is supposed to also update iTunesUpdate but it's been a while since I tested it) I would suggest enabling the --d_plugins logging flag and checking the log after rating and playing some tracks.
