The CSC data is an average from 7PM to 3AM for the two dates it provides data for. I figured that was generally when people observe. The very first version used to show the hour-by-hour data, but it was displayed as numbers corresponding to the values for each hour and wasn't very user friend. So, I went with the averaging approach figuring that it would provide enough information to at least decide whether or not to check the website.
I've toyed with the idea of showing a graphical display (a bar chart sort of thing showing the data for each hour), but haven't taken the step of figuring out how to do that and then implementing it.
