This was exactly my issue. I had a 32 bit version of Win7 even though the processor supported 64bit; so when Win10 free upgrade came along the upgrade was also to 32bit win10. I ended up reinstalling windows 10 with the 64 bit version and manually adding in the 64 bit Microsoft Visual C++ Runtime.
