I think prebuilt packages have been created for a PCP install - which
makes it very like a Linux install.

Not sure whether you absolutely need a powered hub.
On a Pi4 - I have used a older Samsung drive slot drive and a Pioneer BD
writer  - both of which have Y-cables and they worked OK.   
As these drive are very light (modern small motors) I'm guessing, the
extra power is really needed for writing rather than reading.

When using external powered Hub (haven't bought one a long while) - I go
for a brand name (e.g.Belkin) where I can check the spec. 
Make sure that *each* port can deliver the USB max current and that the
ampage quoted is not shared across all the ports.
