Order doesn't matter. Install the plugin. You do not need to install cdrtools - all that is needed is a copy of cdd2wav.exe in the LMS Bin/<windows> directory. Some of the past problem has arisen because there are many build and ways to install cdrtools - sometime the "install" does not put cddr2wav.exe of the "path" and so LMS cannot find it. Putting in the LMS Bin directory makes sure it is found. Also make sure nothing else has "grabbed" the CD and/or CD drive before LMS.
