Yes, it is expected, the different plugins provide the following
functionality.

1. iTunes Integration in SqueezeCenter: 
-  Copies rating from iTunes to SqueezeCenter during a SqueezeCenter
scanning, these won't overwrite the ratings already set with TrackStat
but will overwrite ratings set in SqueezeCenter. There is no way to
change ratings from SqueezeCenter with the standard iTunes integration
provided with SqueezeCenter, ratings can only be changed in iTunes/iPod
in this scenario.

2. iTunes Update:
- Makes it possible to change ratings in SqueezeCenter and transfer
these to iTunes. Also retrieves ratings for the currently playing track
from iTunes when looking at the iTunes Update plugin menu page. The
retrieved ratings do not overwrite ratings already set in TrackStat,
but do overwrite ratings stored in SqueezeCenter.

3. TrackStat without Custom Scan:
- Makes it possible to change ratings in SqueezeCenter and store these
so they survive a SqueezeCenter rescan.

4. TrackStat with Custom Scan and configured iTunes Statistics Import
- Same as 3 but also makes it possible to import ratings changed in
iTunes into SqueezeCenter during scanning so these ratings also are
transfered to TrackStat.

The reason we have this mess is mainly that there barely is any support
for ratings in standard SqueezeCenter and plugins tries to offer more
support in different ways. The plugins need to work individually but
also together, this makes it a bit complex to get a good situation with
the limited base support in SqueezeCenter for ratings.

If you are looking for one-way rating support where ratings are only
changed in SqueezeCenter, I would go with option 2 and additionally
also option 3 if you like to be able to browse statistics in
SqueezeCenter.

If you are looking for two-way rating support where ratings are changed
in both SqueezeCenter and iTunes and don't need the ability to browse
statistics in SqueezeCenter, I would go with option 2.

If you are looking for two-way rating support where ratings are changed
in both SqueezeCenter and iTunes and you need the ability to browse
statistics in SqueezeCenter, I would go with option 2 together with
option 4.

To make the situation even more complex there is a fifth option
provided by TrackStat through a Custom Scan scanning module called
"iTunes Statistics Export". That option is a replacement for iTunes
Update if SqueezeCenter and iTunes are running on different computers.
For example if iTunes is running on Windows and SqueezeCenter on linux.
