THis is getting mysterious.

Time for MS incantations but I don't know how well they work on Vista.

Can you open a Command prompt and issue the command below.

  netsh winsock show catalog >netshlog.txt

This command will list off all the application that have insterted
themselves into the network stack and save the output in a file called
netshlog.txt.
Usually the only s/w in the network layers are MS and security s/w. 
However other things such as spyware will also show up or s/w that has
been left behind after uninstallation.

When done can you check the log is not empty and then post it.
