I did a bit of checking and I don't know what is happening. With the log server.plugins set to DEBUG - there should be messages for each Plugin directory loaded and those that failed to load.
Although AlienBBC is noted at the beginning which mean install.xml was read, there are no other messages even though message should appear for success or failure.
