Using today's 7.2 nightly on XP Pro 32bit, SP3, with SC setup to run as a service: everything seems to work just fine for me. With the service run under an administrator account or under the Local System Account, with or without a user logged in, it all just works. Is psshutdown.exe installed to somewhare on the PATH (e.g. c:\windows)? Remember, with the default pssutdown cmd lines, there is a 20 second delay (after the default plugin 15 second delay from the menu, 3 second delay from sleep+hold) before the shutdown/suspend, etc. happens.
