an ftp test is not the same as a SB "Network test". FTP can tolerate
errors and recovery of a few packets having to be retransmitted - so
you get 100% at a good speed but no indication of packet delays.  SB
needs a stream of packets to arrive reliably within a short time frame
especially with Flac. 

Stuttering is commonly caused by either bandwidth problems,  CPU
problems or security s/w.  I am not sure about Windows audio processing
but in some cases Windows will convert the input stream (SPDIF in your
case) from 44.1 (?) to 48 for internal processing (e.g. volume) and
then reconvert back to 44.1 to send to Waveinput. Waveinput will also
be doing WAV->Flac conversion. So if you are getting burst of 100% CPU
loading on a single core system this may cause stuttering.  Check the
CPU loading as well a SB Network Test (if using SB3 on the Extras
menu).
