Are they showing up undecoded because your strings.txt still has a UTF8
BOM?  The strings.fr.txt you posted earlier did have a BOM header, I
believe.  If you strip off the BOM, are they rendered correctly in SC
and on the displays?

Or perhaps only the stuff that shows up on the settings page gets
decoded correctly and strings destined for the SB's display won't.

Anyway, I think perhaps this point is moot and your original encoding
was the correct one.  Looking at server/strings.txt, it appears to be
UTF8 encoded as well, though without a BOM.  So I guess there's nothing
wrong with a plugin's strings.txt file being UTF8 encoded.
