In fact, we have 1 TZ for the whole European Union (CET-Central
European Time), and even a standard rule. We're going back and forth 1
hour. CET is GMT+1 (winter) / GMT+2 (summer)
If you miss the canal du midi and end up on the Rhine your Squeezebox
won't feel a thing. Steer clear of supertankers, though. 
There is one exception, of course. The British are GMT in winter and
GMT+1 in summer.

The choice of TZ (to some extent) and of the DST rule (very much) is a
political matter. Over time some countries have used funny schemes,
like 15min. every day, or 1h30mn shifts... I believe that with the rise
of the IT infrastructure DST rules are getting more standardized and
simple, but this can change any year. 
A package such as DateTime that is maintained to apply the correct math
for each TZ is a real boon.

I think I'll run a Pink Panther movie tonight...
