Hummm..  Ah!  Yes.  I think I understand what's going on here.  I added
the "restart squeezecenter" feature to SCPowerTool in a slapdash
fashion...more of a kludge than a real feature.  I'm not sure
SCPowerTool obeys the --wait= settings when restarting squeezecenter.  
Yes: the log contains incorrect information.

I think I'll strip the "squeezecenter restart" feature out of
SCPowerTool and start distributing the more generic utility that I was
working on and took the code from: srvcctrl.exe, which will be a
generic service control program.

Look for new versions of SrvrPowerCtrl, an SCPowerTool in the next
couple of days.  I'll try to get these issues sorted out.  I've also
made progress on the confusion with sleep-playing in SrvrPowerCtrl.
