I have one windows machine that just won't stay hibernated or turned
off, even.  I have to physically switch the power supply off on the
back of the case in order to keep the machine turned off.  I have no
idea what could be causing this.  At some point, I'll have to scrape
the machine clean and reinstall windows.

Hopefully, this isn't what's happening with your machine.  To make sure
that this isn't a SCPowerTool.exe bug, would you be willing to try the
following?

1. Reboot your machine.  Then delete all instances of SCPowerTool.exe.

2. Download PsShutdown from Sysinternals:
http://technet.microsoft.com/en-us/sysinternals/bb897541.aspx and copy
psshutdown.exe to c:\windows.

3. Change the hibernate command line in the SrvrPowerCtrl settings to:

Now try using SrvrPowerCtrl to hibernate the machine and report back if
the machine stays hibernated or not.  If it does, then you've probably
uncovered a bug in SCPowerTool.exe and we'll have to debug this
further.

However, if you machine still wakes up prematurely using
psshutdown.exe, then the problem is with something with your machine
rather than with SrvrPowerCtrl.  

In that case, the only thing I could suggest is that you carefully
check the power settings for your network card.  In WinXP, this would
be: right click on the My Network Places icon and select "settings";
right-click on your local area connection and select "properties";
click the "Configure" button for the "Connect using" network card;
click the "Power Management" tab and make sure that "Only allow
mangement stations to bring the computer out of standby" is checked. 
If it is already, then I don't know what else to suggest.
