It's working for me. Could you: 1). Change the Settings->Advanced->Logging->SrvrPowerCtrl level to INFO. 2). Dial down the idle time to 5 minutes. 3). Reboot your server. Observe what happens. Does the shutdown work now? Check the squeezecenter server log.
