Wait.  Here's one thing you could try:  in the settings, change
--log=xxxx to "--log=xxxx" ... in other words, 'wrap' the log directive
in double quotes.  That might help.  If that doesn't do it, try creating
a c:\temp directory and point the log directive to: 
--log=c:\temp\srvrpowerctrl.log .
