Take a look at the new windows help file. You can get to it by clicking on the link to it at the top of the SrvrPowerCtrl settings page. Tell me if you think it does a good enough job of explaining what SCPowerTool.exe is for. But to answer your question: yes, on windows, SCPowerTool.exe is very necessary. It's what does the actual 'work' of shutting down/suspending/etc the system and it's what does the 'work' of waking it up again for alarms. There are alternate utilities you could use: psshutdown.exe and wosb.exe. But SrvrPowerCtrl itself doesn't do the suspending. It calls an external utility to do the suspending.
