Actually, it's none of the above.  The problem is with the new code I'm
using from Peter Watkins.  It's treating the windows '\' path elements
as escape characters.  This is why this has been working for me (linux
server) and not for you (windows xp).  So, this is a bug.  You'd need to
not only wrap any path elements that include spaces in double
quotes...you'd need to put two backslashes in for every one...e.g.
c:\\windows\\system32\\cmd.exe, etc.
