Any one of the two. The plugin provides a web interface for mobile
safari, (currently) is a bit limited in functionality (no Apps) but
free.
It's not very well supported anymore since it does have few users these
days.
The App ist much faster, has more functionality but costs $10

It's the only thing you can buy right now (it's ther version on the App
Store). It's a free upgrade for anybody who purchased an older version.
This also means that you will need iPhone/iPod touch OS 3.0 or newer to
be able to purchase iPeng.

Help functionality has been moved to the App Store description and the
App itself.
