I would say "yes, but" but don't promise anything. This is not just a
technical but also a political issue.
Apple doesn't allow broadband use over 3G for App Store apps
("Excessive Bandwidth use") so there will have to be a limitation to the
bitrate.
This in turn means you have to use transcoding on the server side for
most material.
It should work fine with WiFi but all depends upon the network/gateways
in between and whether they route the traffic (UDP+TCP on port 3483 and
TCP on port 9000) correctly.
