Okay BPA.... I have a feeling this might be easier than you thought... below, are the two utilities I used to manipulate default Vista TCP/IP behavior. I would like to know what's safe and what's not. The feature I use most is disabling the ridiculously low default limit of TCP/IP connections on my server.
