Even if the forecast-icon says 'rain' -> that won't last for the whole day (typically its raining less than half a day here in germany - we rarely have a day full of rain). So giving the 'sky-icon' as well is actually more information for all the times when it isn't raining that day (and even if its raining I can see if I should expect it to be heavy rain and the sky real dark or light rain with some sun peeking through).
