Both these urls works in my setup.
The problem you describe usually happens when there is an error when
the plugin is about to be initialized during SBS setup. Check if you
have any errors in the server.log file just after SBS has been
started.
Did you install the plugin through the plugins tab ? If not, and you
installed it manually it might be some permission issue, as I've
understood it SBS has to have write access to the Spotify plugin
directory.
