If I generate the optimal sizes for IPeng display, there will be no server side resizing. Is that a correct statement? I'm not sure. There used to be that kind of options in the past but I believe today the server will only use one size of cover so the smaller one would probably still be scaled by the server. But I'm not sure, somebody with better knowledge about server side scaling should answer this. The sizes iPeng for iPad currently uses are 768x768 and 150x150.
