Since this is a broadcast system - a proper DVB player has to continue
when it gets errors in a stream.  However if the DVB player gets no
signal I would expect it to shutdown after a reasonable time.  I expect
VLC's handling of DVB to be reasonable as it has been around for about
4-5 years and in use around the world.

You could actively test to see if DVB errors can interrupt VLC.  Start
by playing a DVB station through speakers and then test by removing and
reinserting the aerial connection.

Initially - remove the connection and see how long before VLC stops or
takes some other action (e.g. crash, hang).

Then trying removing and replace aerial within a few seconds.  Do this
repeatedly (say 3-5 times) as this will create errors that should
exercise the VLC and then leave cable in to see if VLC recovers and
plays streams.

IF VLC is OK with above tested then try to get/make a dodgy cable so
that by wiggling the cable - the breaks in signal will be fractions of
a secs.  Again do lots of this and leave signal connected and then
repeat.  See whether VLC play stations OK at the end.

You could compare the behaviour and handling of faults by VLC with a
proper DVB player which came with Hauppauge card or perhaps MCE. 

This sort of testing can be very wearing as for all your efforts it can
seem that you are not making progress and you get frustrated.  In which
case I would advise taking a break from testing for a few days and
perhaps make do with the http/MP3 solution in the interim.

BTW - I retested VLC 0.9.6 and logfile gets all the debug message but
only if there is a "--extraintf logger" which means it still does not
work when called from VLCPlay/SBS.
