Did you probably originally purchase playback in iPeng for iPhone, e.g. the discounted version? In this case you need to also install iPeng for iPhone on the iPad and restore the playback there, once enabled it will work in both Apps.
It's because iPeng and iPeng for iPad are different Apps, you can't easily share In-App-Purchases between different Apps.
