No, of course you can use it in iPeng or I wouldn't have recommended it. You just need to INSTALL it through the web interface. In iPeng for iPad you can also do it, through the "Advanced settings" part of the server configuration menu but it's actually more cumbersome and also nothing else but a browser with the web interface. The server doesn't expose the plugin installation functionality except through the web interface and the web interface doesn't work on iPhone at all, that's why it's limited to iPad.
But again: all of that is just the installation.
