Why in the world do you want to stream FLAC as PCM? There is no way your 3G network is going to successfully handle that bandwidth. Just turn on native FLAC, there is no problem with FLAC, don't believe that myth that you will gain anything by decoding FLAC on the server, all you do with this is add load everywhere in your system.
