I'm afraid there's no one solution for all Linux-based systems since they often lock down the filesystem in ways which a windows box cannot always breach. A samba share is the way to go for many Linux systems, but if that cannot be installed then some Linux tweaking may be required to open up the sqlite db files to windows (beyond my detailed knowledge unfortunately). The best places to ask on how to do that is the Linux forums or the forums for your specific device (eg. qnap).
