That's really more of a problem with the Windows Store licensing system. The app just checks with the Windows system about it's licensing status. It's up to the system to provide the correct info. If it's similar to how android does it, the system probably caches it license info on the device, but needs to refresh it every so often. If your device happens to not have an internet connection during that refresh time, the cached license would be expired, hence the Buy dialog. Also, Microsoft automatically enforces a limit on the number of devices that a purchased app can be installed on.
