I totally agree Jeff, Adam and David have put a lot into this already.
 My main reason for putting it up here is not necessarily to be added
directly to Plum(that isn't really the place other than the file
upload utility) but to get the idea out there so people are thinking
about it.  If someone were to put a Document Management module with a
Project Management module and others for Licensing/Permitting, and a
mapping interface to ESRI products(the list of possibilities could go
on for a while)  along with what Adam and David are already providing
and you would have a small government solution in a box.  This is a
market that is largely untapped as most developers target the private
business market or large government with products that usually cost
too much for small governments to afford or don't provide needed
functionality.  There are thousands of small cities and counties that
can't afford big software and maintain information in spreadsheet or
text format that should be in a searchable database form.  There is my
soapbox for the day. :)  I have lots of thoughts on these ideas but I
just don't have the time to develop them.
