Yes, normally I would not consider committing something to a SVN tag, but
this was a change that was specific to the tag, and I am not up-to-speed on
the maven versioning code. Thank you, Elliot, for that updating
pluto-portal-driver-config.xml with the proper version token.

Thanks a ton, good catch.  The only thing I would throw out is that I 
don't think we should be updating tags. We discussed this a little after 
the first test build and the discussions was that if there's something 
wrong with a tag, we should remove it and start over.  Updating tags 
isn't a good habit to get into.
