I don't recall our previous release votes taking place there either. IMHO the vote should take place where the development takes place as the pluto community as a whole (not just the pmc) should have the opportunity to chime in. It's much less likely that pluto users and community members will be monitoring the general list than pmc members monitoring the pluto list (since, after all, they are responsible for oversight).

Just my two cents, but, never the less, I do agree that the PMC should be notified. If it's ok with others, I will repost the vote thread to the private list and ask for responses on this (dev) list.
