Agree. That will make things consistent across projects as well.
I'm fine with voting in this list and cc'ing the pmc or the general
list, but again in the end the pmc has the responsibility for a release.
So the pmc as a whole must be aware of each release.

IMHO the vote should take place where the development takes place as the
pluto community as a whole (not just the pmc) should have the
opportunity to chime in.

It's much less likely that pluto users and
community members will be monitoring the general list than pmc members
monitoring the pluto list (since, after all, they are responsible for
oversight).
Just my two cents, but, never the less, I do agree that the PMC should
be notified. If it's ok with others, I will repost the vote thread to
the private list and ask for responses on this (dev) list.
I cc'ed pmc on this response to get a response from there. My proposal
is to let a
vote for a sub project take place in the mailing list of the sub project
but require to cc pmc. I don't think we need something more complicated
than this.
