I don't think they should be in Pod::Simple. So I'd like to remove them.

I do not like them in Pod-Simple. I think if they are in Pod-Spec, it's a
little easier to move Pod ahead without touching core, because all(?) pod tools
are dual-lived anyway.
My preference for canonical copies, in order: Pod-Spec, core, Pod-Simple
I'd say keep them in core. They're part of the core definition of Perl
syntax, and apply across all possible implementations of pod parsers.
My guess is that their current inclusion in Pod::Simple is a side-effect
of history (Sean wrote them while working on Pod::Simple).
