Yes, Polipo violates the RFC in its default configuration.

An HTTP server should not need to know whether there's a proxy.  It
should always send suitable cache control directives.

In the rare cases when it needs to send different cache-control
directives to the proxy cache and the browser cache, it should use
``Cache-Control: private'' and ``s-maxage''.

Please feel free to run with ``disableVia=false'' if you're not
running through tor.
