Sloan looked at Derek, shaking his head slightly to let him know he had no
damn idea they would have pulled this and then he stood and faced the
Tribunal "I invoke my right, as Head Precept to speak."

 Cross had gone too far with this one.

The other two Precepts turned to the Tokyo Precept, the role of leadership
going to him since he had been the one to make the 'deal' with the one they
were there about.
