LDFLAGS, not LDLAGS. This might help some of the problems you saw
with /usr/local/lib not being picked up, or maybe you need to add it
to CFLAGS.
${LOCALBASE} not /usr/local.
You might also want some -I${LOCALBASE}/include/db4, this should avoid
some of the configure patching.

This should be noted in faq/current.html and the upgrade notes in faq,
but I don't think it needs to be here (by the time people read MESSAGE,
it's usually too late to dump).
It also lost the username creation and moved all the server-related
things from PLIST-server to PLIST-client.
