To the best of my knowledge it depends on how you set it. If you use
powerpro to set the environment variable, only powerpro sees the variable. 

If you set a variable with one program (bat file), and launch another
program (ppro) I believe the variable gets passed to the child process
(guessing this, not tested).

Either way, I'd have to agree that I'd trust ppro's variables more than
windows environment variables because you'd never know what permissions
you're going to have on the local machine...and with multiple versions of
windows, who-knows how the env variables with windows are affected by
bat-file-set-var and launch of powerpro scenarios. Powerpro
variables...you've got a predictable powerpro-environment to rely on.

Ah well...great thing about windows is to each his own :)
