Possibly. It's called "FritzWeb Protect" (from Fritz DSL software 
suite by AVM). Again, it's not a real firewall (you can't protect 
ports etc. with it). It just monitors which programs demand access 
to the internet. But it seems to do that very effectifely :)
And I found out that it showed a similar behavior with the Office 
shortcut bar. But it was so long ago since I had allowed it access 
that I had forgotten about it :O
