Some things things to try (try any one of these by itself):
1.  Width 3d option off, change height of buttons with command 
list|properties|height.

2.  With 3d option on, after positioning bar, change position 
to "locked" and use Desktop setworkarea to reserve top of screen for 
bar (make it a startup scheduled event).

3.  With 3d option on, and bar across whole top of screen, change  bar 
size to full screen (current size).  Set vertical offset to about -4 
to get rid of any gap between bar and working area of screen, if 
desired.
