You're seeing processes from two different logon sessions, namely
current user's and target user's. Simply running as a target user
(account) is totally different story from running in target user's
loggon session: 'Run As' executes a process in the current user's
session, merely with the target user's account, and doesn't require
the existence of the loggon session of the target user.

What you're actually trying to achieve is to execute one in target
user's session, not just to run as a target user (in current session).
Usually ordinary processes from different loggon sessions aren't
interactive. So, I said I couldn't find an obvious way to run one in
different loggon sessions. However, I believe there is a way, although
I don't know how to do it.

Experiment this. You have to be one of administrators. And the exact
word may be different in the actual English interface. Trigger
taskmgr.exe and go to the Users tab, the last tab. Then, find and
right-click the target user's account, then choose Send Message and
send any message. Then, switch to the target user's loggon session.
Voila. The message you sent is there.

As far as I can tell, this was done via some service, not simply by
some ordinary process.
