No. Logging in is not part of startup. Windows must be fully running before
you can login. Login is optional. Some systems normally have no user logged
in, all the work is done by services and programs with no desktop
interaction. After Windows has started you can login and out as many times
as you want. They are separate operations. This is an important
distinction.

The desktop can't be loaded until after login and a user is established.
