There are a number of reasons...perhaps the correct software isn't 
loaded, maybe something else is hogging the port (Appletalk might be or 
Fax software) or the correct modem script isn't there, or your modem 
isn't functional.

Is your modem selected as 'Modem Port' in the control panel and the 
correct modem script selected?

What modem software are you using for dialing out? Try typing 'atz' at 
the prompt in whatever program it is. (ZTerm will let you do this. get 
it at: http://wuarchive.wustl.edu/systems/mac/info-mac/comm/_Terminal/ )

Wuarchive in general is a great source for old and hard-to-find 
software, btw)

That should come back 'OK' if the modem is working right.
